I thought there was only that one settlement in Shadowfen, but they're undead and their human appearance only illusion magic?

i don't think it's out of the question for this franchise to include further playable races, but i don't think it'll ever happen with eso. zos have taken creative liberties before with this game (cough dragonknights) but i also don't think they want to stray far from the marketable, recognizable elements of the elder scrolls games (such as the 10 playable races)

When you go to create a new character, when choosing Argonian, Altmer, or Breton, they might include a fourth tag called other peoples which includes Maormer, Imperial, Kothringi, etc.

Which is playing a "red eagle" bud or girl I think.
The red eagle thing I see in the card game for example (or the Markath set), is taken from Norse Mythology and directly from Odin the all-father I suppose. Like Nords are from Thor.
Imagine if they 100% unite the area, and make a 4th faction. Would be awesome. Or maybie they feel the beast within, and unite with the Bretons and the Lions. The people from the Reach are highly lion-id too, imo. (They are not mainly vampires.)
Looking forward for some "highly "civilized" " citizen of the Reach to game with though, I am not much into barbarians or berserkers, which is what Nord people are about
Reachfolk, Khajiit bipedal fur-stock, other Saxhleel (Argonian) tribes, Maormer and to a lesser extent Kothringi (there are a few loose ends they can pull in order to justify it) are the most viable options tbh
I think one idea that might be fun is something like regional specialization. Something similar to racial passives, that would make the 'any race, any alliance' perk seem more impactful but, I can def see a problem with game balance if they try to make the passives really OP.
They went extinct to the Knahaten Flu, which struck Tamriel a couple of years before the events of ESO. You meet some Kothringi in Shadowfen but...
they are undead and just pretend to still be alive.
So while you are right on that they are not extinct in the second era, the second era is a pretty long time and during ESO's events we are told that they are in fact extinct now. It's a little more uncertain with the Lilmothiit because according to some accounts they may have moved further into the heart of Blackmarsh, even if Lilmoth was supposed to be the center of their culture and we see no traces of their civilization...
As for your other suggestions, Maormer should only be playable as a quest reward for after you've done the main quest of Pyandonea which leads to at least a temporary truce between Altmer and Maormer, because otherwise it simply makes no sense and it would be quite the unpopular decision to make a new playable race Pact exclusive (because the Covenant hates the Maormer too).
Having different Argonian tribes be playable is something I wholeheartedly agree with, even if the lore states that Argonians lose their tribe specific features when they venture away from their Hist for too long. Write up a plausible reason for how this effect can be overcome, or why the Hist wants them to venture out and I see no issue with this suggestion.
This Bosmer was tortured to death. There is nothing left to be done.
One thing you have to consider is plausibility. Would a grunting Goblin be accepted as a member of the Mages Guild? Would a Altmer nobleman questgiver consider an Imga to be reliable help?
Then again, I've already seen people manifesting as a swarm of insects, and today, there was a Spriggan at the bank and no one cared. It's probably much too late to use immersion and believability as an argument.
