    PvP overland?

    Hell yea!

You wouldn't like it. No choke points and no objectives so no reason for players to congregate in one area. Basically it would be gankers at wayshrines hoping some other player with PvP flagged happens by.
and then the parrot said, "must be the water mines green too."

There are two pvp zones. Why do you want to take them away from us

If ZOS creates a fully PvE cyrodiil they will just shut down PvP cyrodiil. They won't dev a new version or any new PvP zones. This is the direction they have been moving for 3-4 years now; shutting down PvP all together in favor of the casual PvE players who haven't yet realized how predatory the marketing is in this game.

There is already PvE in cyrodiil as well. It's nearly empty in some of the campaigns already so any PvE player shouldn't have any problems getting through the PvE content in one of the less populated campaigns without the need to create a new version of cyrodiil just for the PvE only "players".

Again, why isn't having 95% of the game PvE enough?

You keep coming at me with an artificial problem, it's a logical fallacy, and entirely moot stance.

A logical, non-toxic (😜), argument against "pvp everything" is that the ESO population just isn't there for it. This is why we're stuck with a vast, mostly empty, and predominantly dead map, and why the only expansion to PVP added since IC has been battlegrounds. It's not a logical counterpoint to an alternative PVE Cyrodiil which doesn't take that away from you and does have the population to make it worthwhile. However, what it does do is create an argument for medium scale PVP world events, like inter-zone skirmishes and incursions; battlegrounds on steroids that take place in non-instanced, free-to-roam regions bordering PVE zones. That doesn't mean we have to remove PVE, nor does the idea of a PVE Cyrodiil mean we have to get rid of PVP Cyrodiil. The 2 are completely unrelated. But, hey, I'd like to see both, because we actually can have both, with a modicum of imagination. 🤷

Every zone in the game but one is PvE only. How is that not enough to keep the PvE crowd satisfied? Literally every zone in the game but one is PvE only. How is that not enough?

Because that's the PvE model? People play through the content over the course of the year, and then ZOS releases more. If ZOS stops producing PvE content, yes, people will not be satisfied.

Its not a question of percentages, because as you yourself note, PvP is about the quality of the experience, not the quantity. PvP isn't about exploration and new stories, so its a bad point to compare.

You're arguing for more development love for PvP.

As someone who enjoys PvP, yes, I agree that performance needs to be fixed, population caps need to be raised. The arbitrary (and evidently useless) group size reduction needs to be reversed. And also new content should be added for PvP.

And as someone who has been in Cyrodiil since 2014, I can tell you that the division between PvP crowd and PvE crowd is drastically overstated and just put up to give people an excuse to rage at each other.

Its not an us-and-them thing. There is no point raging at "PvE-ers" and calling people toxic. [snip]

For Cyrodiil you use the barely populated campaigns for PvE. You'll be lucky to see another player at all, let alone an enemy. And they might not even bother you because chances are they're there doing the same thing - PvE in an unpopulated PvP campaign.

This is how I completed Cyro. Dolmens were all done solo. Only delve I saw another player was near Cropsford, and just let each other run by. Town quests were just each player of other alliances doing own thing. Only ganked in Bruma by an EP player, but since my faction owned it at the time, I just respawned there and continued on with what I was doing and had no issue with it. The only delay was keeping an eye out on campaigns for when I could get the skyshards behind the alliance walls.

I have not completed IC yet, but plan to start focusing on completion during next midyear mayhem. I expect more getting ganked with this, but will do it.

I'm not a dungeon player, but right now I'm starting to do them because I want leads that I can only get from doing them. I know that if I want the rewards I have to play them, otherwise I'm not getting them. I feel the same when seeing requests to make Cyro have a PVE option. If you want the rewards play it as designed. If not willing, then just accept you're not going to complete it.

It would be AWESOME to have a PvE Cyrodiil and an Imperial City that's not ravaged by the war and the daedra/dremora. The only way this can be "solved" is by separating PvP from PvE. Just imagine an Imperial City filled with life and lots of stuff to do like mini-games and unique items to earn. And Cyrodiil just like it was in Oblivion... I'd pay money for it in a heartbeat! That would be so much fun!
