Somehow I don't think suggesting that non-revenue generating people may uninstall the game, will pressure ZOS into giving them a freebie.

free Eso+ will no longer be held. This is a consequence of Microsoft's policy. In fact, after the deal with microsoft, we expect a decrease in the quality of content until it becomes "micro". We have already noticed this by the size of the islands

I won't go into details, as it would be off topic and derail the thread. Info elsewhere.
Specific to this conversation... I paid for the game, I paid for the Chapters, I paid for years of ESO Plus, but continuing support requires more than just keeping the lights on and a few optional bells and whistles. Spending 40 cents per day is too much in the current studio environment.
As to why they have not had a free ESO Plus, I can think of a couple reasons.
- Huge influx of new players for High Isle will result in a free trial in the weeks that follow Console launch to build on the launch hype.
- If they have had a large number of ESO Plus cancellations, they may be holding out for those people to return before giving them a free trial to stuff their craft bag
- New corporate owners may not be interested in frequent free trials. I never really paid much attention to XBox and how they use free trials of subscription services, but the frequency of those may now influence the frequency of ESO Plus free trials.
- The Powers That Be may have decided that free trials are not effective and that conversion to paid subscription is low. Alternately, or in addition to that, they may see that ESO Plus adoption is fine without the need of a free trial.
- Console companies may not be interested in a free trial, or they can't agree on a suitable set of dates. ZOS will get heat from players if they didn't do them at the same time.
