I never really pay attention to when the Free Play weeks happen, but looking through search results from Google for when ESO has done free play weeks, it looks like a number of them happened in April, usually near the start of the month.

Given the game is falling apart under the current load I wonder if they simply had the senses to pull it rather than have a load of people experience just how bad it can be right now, made even worse by the extra load.

My guess is either Microsoft buying Zenimax is causing problems, because Microsoft doesn't want to run promotions like this or because no one's currently sure who gets to approve it, or they've found it's not cost effective and stopped doing them or are running them much more rarely.
ESO+ free trials aren't ZOS being nice and doing a favour for people who don't buy a subscription, it's a sales technique. The idea is that people who don't know much about ESO+ or don't think they'd want it get to try it out, discover they like it and then decide to pay for it. If they found that wasn't happening - that there was no significant increase in subscriber numbers after a trial they may have decided it's not worth it.
Especially if ZOS suspects that a lot of people who don't subscribe are relying on the trial to make that manageable by letting them periodically put materials into the craft bag, dye costumes and whatever else. They may be holding off on offering a free trial to see how many people subscribe when they can't get the benefits for free.
If they find subscriber numbers actually go up when they don't have regular trials that may stop them doing it at all. Although I suspect a middle ground is more likely - having about 1 per year at a time when there's a lot of new players who may just not know about ESO+ yet, because that will definitely still be the case for some people.

I doubt MS is micromanaging ESO. They likely do not care either way about a free ESO+ trial as it is fairly petty in the grand scheme of things.
There are likely other reasons such as it may not do much to "sell" people on getting ESO+. If it does not drive an increase in subs then it is rather pointless to offer the trial.
I guess we can all speculate as to the reasons but we lack the information required to actually steer our reasoning.
I would like to suggest that subbing for one month only could be beneficial as the additional time would relieve the stress of trying to achieve one's objectives in just a week.

Somehow I don't think suggesting that non-revenue generating people may uninstall the game, will pressure ZOS into giving them a freebie.
