    The latest and greatest Chapter is never included with subscription, similar to way the latest and greatest expansion of WoW or other MMOs is not included with subscription. You still have to buy expansion. But like other games, the older expansions get rolled into the subscription or base game as time passes.

    Is it a bit of cash grab to make you pay for expansions on top of paying subscription? Yes. But just about every MMO does it. Chapter sales are probably the game's #1 money maker so game developers are hesitant to include newest stuff in subscription when they know most players will pay for it separately. If there were some kind of general revolt and subscribers refused to buy Chapters, ZOS might change policy. But as long as almost everyone grumbles about paying but still pays up, it will not change.
