The Colovian Occupation Quest Bugged

Unable to "Wear the Earring" once on top of the tower in Reapers March. All the scripting runs fine but the "Earring" does not appear. I cannot see this bug noted anywhere on your list.
I have tried reclogging, quitting, abandoning the quest and restarting only to come across the same issue at the same point.

It isn't a wearable item, it's a quest item that you have to right-click to activate.Currently playing:
