Best Place to Find a Belt to Steal?

You need the belt, but I got the achievement without the greaves and googling it, it seems a ot of people also didn't need the greaves.

I just tried this with 6 armor pieces, no belt. I only got the achievement for getting caught with 1 piece. I did not get credit for indecent exposer achievement.

any suggestions where I can go look for the belt.. a location where there are a lot of containers to loot..

You don't need a Belt, technically. In fact, you don't need clothing to get this achievement. The armor pieces that you can steal also count towards this achievement. Finding a clothing belt to steal is quite hard, as they seem to be rare. But, there are Heavy Armor Girdles all over the place to steal.

Good site to check Belts - Klang Manor at Wayrest.
There are some baskets, cabinets, nightstands, desks, trunk and 2 Orcs to pickpocket.
Also lovely chest included.
But be aware - Orc is very aggressive and you will probably want to kill him after he caught you.
I've managed that with logoff and going to sleep (so check that manor after all other things in game are done for today).

PS I found I needed 7/7 for the achievement to trigger also.

Confirming that this is still a good (and the only?) location for a belt. I actually found several on the second floor of that inn.

Also, confirming that belt was required for the achievement. I tried with 6/7, no belt, and got nothing.

For AD I just found one in Ghratwood on the shore near Haven next to a refugee's tent in a packpack. You go to that area for your first Ghratwood quest.

And it did work, having all 7 pieces equipped. I got the achievement.

I remember this use to be easier and I could easily do it all in Vulkhel Guard. I don't recall if they had belts in the armor shop or if it was not needed.

I appreciate this information as it literally never occurred to me I could equip armor, as opposed to the Justice-update regular clothing, to get this achievement.

The inn in Rawl'kha frequently has belts to steal and other goodies, I got this achievement as well as the one for stealing something of epic quality there
