"Crime Pays" Achievement Bugged?

I honestly don't know if it's bugged, or if I'm doing something wrong, but...
I've found the appropriate merchants in 5 different zones now, and even though I use the correct dialogue to extort gold - even get the gold and XP out of it, they're not getting ticked off the list in the achievement progress. So, bugged, or am I doing something wrong?

✭Oooh! The one I just found in Rivenspire dropped a backpack, I never noticed that before. Plus it's been ticked off in the list. That must be what I've been missing before...0 -

✭I don't think it's working properly in Grahtwood or Shadowfen however - I've run around all the spawn locations 20+ times in each area and the merchant just isn't spawning - the beggar and campfires do, but not the merchant. I'm epically bored to fetching death...0
