I propose the idea that each player guild should be able to create their own dungeon using the editor and create a quest in the dungeon. Edit dialogues and the appearance of non-player characters, the choice of enemies and placement on the map. A selection of rewards from the guild bank for the dungeon boss. It can be sold as an dlc "guild dungeon." Each guild will be able to creatively create its own story and quest! In the past, I've also offered guildhall dlc for a guild with an unlocked environment.(https://forums.elderscrollsonline.com/en/discussion/585648/development-of-guild-functions#latest)

    1) the game systems are hanging on by a thread, they're reducing as much bookkeeping as they can (achievements, etc), there's no way that they'd put something so data intensive in

    2) every single "player created content" system that I've seen in an MMO has been:
    A. exploited to heck and back by people making the most 'efficient' farm they can, and then
    B. nerfed into irrelevance because of that. It's not worth the time/effort/expense to build such a system, it's doomed to die.

    No, the first thing we need is for a guild to be an owner of its guildhall, not a member being the owner. That is the key to having guild-specific housing, which is step two. Occupancy, furnishing slots, merchant/banker functionality could all be different, and guild appropriate.

    If the rewards are pulled from the guild bank and only members of that guild can run the dungeon that fixes the two obvious problems:
    1) People using this to set up an easy farm. (Trust me, if they could some guilds would set up a 'dungeon' where you literally just enter a room full of as many chests as they can include, loot them all then leave to reset it and go again.)
    2) People creating massively inappropriate dialogue.

    2 won't actually be prevented, but it will only be members of that guild who have to see it so if it's a problem they can deal with it internally.

    That still leaves the problem that the quality would be as variable as any fan fiction and for every interesting and creative dungeon you'll have 2 forgettably generic ones and 2 which are basically 'walking simulators' where you sit in on a very long and detailed storyline focusing on the writers OCs, one of which will the creators attempt to "fix" some obscure point of lore, and if you're only able to access your own guilds dungeons the chances of seeing the good ones are pretty low.

    Overall while it could be interesting for some people I think it would have limited appeal and wouldn't be worth the time and effort ZOS would have to put in to create it, and likely to moderate it and fix exploits after the fact. (I said you addressed the most obvious ones, I'm sure there would be others and some people would devote as much time as necessary to finding all of them.)

    It’s a cool idea but I think theres more important things to work on right now. Also, I’m not sure it’d really work out. I’m sure level design is much more than throw models in a room, assign them mechanics, profit.

    Why restrict it to guilds? Any player should be able to put their own efforts, resources and gold into putting together a "Quest" that they could then let other players engage in. The complexity and depth of this quest could be solely dependent on what the player who makes it wishes to put into it.
