No, not really. I'd just move on to other games. Like many old-timers, I have many max-level toons and don't really have any interest in replaying content for the 13th time.

Questions like these assume that they're able to fix the issues in that timeframe and not introduce more bugs once the development moratorium ends. I don't believe that's possible, with some historical precedence.

i would not be a fan of them stopping new content, but im also not really a fan of the "yearlong content story" thing

i do kind of miss the quality content like wrothgar and single individual zone stories that dont need some kind of overarching worldwide threat

even if high isle is not daedric related, its threat is still extending beyond the borders of high isle as we see from the dungeons and whatever "mini zone" dlc is after high isle

I don't think something like that would easily happen: a lot of the playerbase in ESO waxes and wanes depending on whether it's release season or in-between release season--without the content bringing people back, the population (and subscriptions) would drop considerably, so it's definitely not something that would be in ZOS' interests. Having said that, I would personally prefer it if they spaced content further apart (or even 1-2 times a year) for a given year, in order to fix performance, but realistically I don't see it happening.

Three lackluster releases in a row are not going to do the company much good in the long run. Better to stop for a year and reassess what the goal is for a company that increasingly is monetizing everything.

It would be completely unnecessary so far as I'm concerned, and also totally pointless given that different teams do different things. It's also, of course, never going to happen.

I doubt they would it would be a big income hit to ZOS, not just giving up all the income from the chapter sales but all the players who would take a break from their subscription for that year, I probably would.

As for bugs which exactly are stopping you from playing the game? I can't think of any that have affected me in awhile outside of the new ones they add whenever they add new content, like the issues with companion gear vanishing or the armoury system extra champion star issue both were fixed eventually.

The only thing that has affected playing the game in PVP zones has been poor performance from what I hear that has finally started to see improvement.

I fully expect new bugs when the next chapter goes live but I ask again which bugs are preventing you from playing or enjoying the game to such an extent you want them to hold off on new content?

As for "improving old zones" if all that is, is to redo them with prettier graphics than pass not something I would pay for at all, see nothing wrong with how they look right now.

Prettier looking zones don't give me a reason to go their and repeat the same old content and what happens when the base game zones look better than some of the older DLC that people can still purchase? Will they revamp them as well.

What money will they get out of that, they can't withhold the changes until we pay, we have already paid for those zones, so what do they get out of redoing them from a business stand point?

Online/live-service games that stop producing content for an extended period of time are considered to be dead/dying.

It's easy to mistakenly think 'oh but the game will be so much better' - no it wont. If all the bugs were fixed, a few % of people will return while thousands leave out of boredom and/or there is new stuff in other games. On top of this nobody new would come in because they 'fixed the bugs'.

It's lovely to dream of bugs being fixed, but not at the expense of the game collapsing. (Since those bugs have been untouched for years and haven't caused everybody to leave already, it stands to reason they are not worth fixing that badly'.

I would probably revisit my White Mage in Eorzea if that were the case

1 year of no new content would probably mean a 1 year hiatus for me.

Personally I'd say yes. Of course that comes with the caveat that the game actually needs to be better after that time. I kind of chuckle at the people who say they'd leave/spend money elsewhere, as that's exactly what the game's current cycle has caused me to do.
