Pretty sure it only works on non-sticky projectile like abilities.

So, I don't think anything from that list would work, since acid spray and noxious are conal AOEs that originate from the player, caltrops and orb are general AOEs and don't really count as ranged skills, and Tomb acts more like a dot by sticking to a player.

Skills that Eagle Eye is more likely to effect are things like Frags, or Strife, or Ele weapon, Force Pulse, snipe, etc.

Ranged skills can generally hit enemies from a distance of 18 to 28m, and melee skills are 10m or less.

Orb and Caltrops are damage over time, so they do not meet the direct damage condition even if they are ranged (Orb may even be considered melee).

Daedric Tomb should work, and the first tick of Acid Spray. I'm not sure if Noxious Breath is considered ranged or melee.

Eagle Eye is currently bugged though, and does not work with several ranged direct damage skills. https://forums.elderscrollsonline.com/en/discussion/601774/eagle-eye-set-bugged#latest

I think none of those will proc.
They are all ranged, albeit with some variation, but they are also all either AoE or ground target. Only direct damage ranged abilities will proc the set you mentioned. So something like Snipe from the Bow skill-line or Hidden Blade from Dual Wield. As for magicka skills both Force Shock and Destructive Touch from the Destruction Staff line should work. All morphs should also apply.

There are also a bunch of class skills which should proc the set, the rule of thumb for it is that they should have "Target: Enemy" and some range indicator in their tooltip.

Edit: just checked and Noxious Breath might not even be considered ranged, as it is technically just a cone.

You are mixing up "direct damage" and "single target damage". Direct damage just means instant, not "damage over time". Direct damage can be AoE or ground targeted, such as Sap Essence, and is affected by the Master at Arms CP.

Single target damage means targeted at one enemy (not an area attack), and is affected by the Inferno Staff passive 10% as well as Deadly Aim CP.

Every tick of damage should fall into one of category on each line below:
    Single Target or AoE
    Direct Damage or DoT
    Melee or Ranged

Historically some things have been broken and not been in either category (such as Mystic Orb unaffected by Inferno or Lightning Staff), but I don't believe that is intended.

Seeing as the tool tip in game is not always helpful, is there a definitive list anywhere of exactly what skills are which?

It should work on the direct damage portion of Acid Spray.
I don't think trap skills don't count as "ranged" spells, Noxious Breath is melee, Mystic Orbs is damage-over-time (and thus not direct) and the same goes for Caltrops.
This Bosmer was tortured to death. There is nothing left to be done.

There is a lot of basic information about the game that should be presented to the player but that are not... for reasons unknown.

Your best bet is to go skill-by-skill at eso-hub and check which CP stars modify which morphs of abilities. You can then infer their specific characteristics.
