Install and Patch Launch Client downloading very slowly

Hey there, am I the only person that the launcher will download the game and patches at around 2.5Mb/s even though I have it set to Unlimited in the settings?
I don't have great internet speeds by far(Max 9Mb/s) but I do know that Guild Wars 2 and other games have downloaded and patched at a much reasonable speed -more around 7Mb/s..
I have the launcher set to be used as Admin(even though I am the admin anyways) on Windows 7 so it doesn't seem like a Windows thing...Maybe MS Security?
Anyways, my main complaint and inquiry here is that why does ESO insist on downloading the game and patches with a max speed of 2.5Mb/s when I clearly have at least 4Mb/s bandwidth it could be using to speed up the process?
As far as I can tell, the DL speed settings don't help it..
I could probably have ESO fully downloaded within a day whereas here, it takes almost three days..
Is ZOS throttling DL speeds for a while as to make sure secure downloads and server load?

Ospoon✭✭I don't know, but the max speed I got for downloading the patch this afternoon was 200k, and it was steady, versus the usual variation from 8K-1.2M. They may have limited patch server bandwidth due to the continual lag and login issues the EU server is having.0 -

It's usually a pretty consistent speed for me but I'm just wondering why it's so slow..
If they are throttling at about 2-3Mb/s download then why even have the 10Mb/s and Unlimited speed options..?0
