We can't gift some items. Bug or work as intend?

No, you definitely cannot gift an item at the ESO+ discount price. You are mistaken or misinformed. Or someone was nice when they sold it to you and honored it at discount (or didn’t realize themselves), but they 100% had to use full cost of their Crowns to gift it to you.

that can be happen yes. But i have buy not many, but some items from other players with "plus price"
But in this case... the problem is: "I can't gift them" ?

Also from the article shared by @fizl101 (thank you, btw), "Note that it will not be possible to Gift an item acquired for free, purchased at a discount, or purchased exclusively due to your ESO Plus membership. However, you can still purchase items as Gifts at full price." That may be why you can't gift the armor.
Happy to look into this and confirm.

Only "eso plus items" (with discount) can't be gifted! Not even at full price
