Correction, they don't want you hoarding tickets so you wind up paying for them in the CS.
A simple warning about exceeding the ticket limit is basic interface design, but ZOS evidently wanted players to accidentally waste tickets.

To be more succinct it is broken as designed. ZOS should have put in a warning message saying there was insufficient room to award all of the tickets and asked if the player wished to continue. This is basic UI design to prevent situations exactly like the OP posted.

I kid of course. I sort of get OPs position. Its one thing when a quests triggers getting tickets and you see it pop up as a reminder, its another here where you just use a memento (maybe someone cakes the door on a trial run) and you get them with really no warning. I dont think its too much to ask for a warning if you are going over the cap, that said, I am not holding my breath waiting for it to happen. This has been a forum thread since the first tickets were released.
