Sending Gifts in ESO (when both subscribed to ESO+)

So I tried gifting my friend who also has ESO+ and was charged the full price instead of the ESO+ discount.
Is that logical if both people have access to the discount but one wants to gift their friend? I can see it being regular price if one was not subscribed. But still, I feel like it would help get more people to subscribe if they found out that subscribers can send the discounted fee to non subscribers too

✭can you request a refund on an item gifted?, if so that's what I would do, then give my friend the crowns to buy it with once I got my refund.

It’s really not the crowns. It’s the principle of what we both paid for, it’s not being honored and the description you linked does not include a disclaimer that if both parties had ESO+ it would not count.
It just says your discount won’t apply. So that’s a loophole someone can argue1 -
