If you have the intimidate skill you can bully the captain of the ship into giving you the key.

I made a support ticket about this issue and they came back with a reply telling me there are indeed enough quests to complete the achievement... I still don't think it's true as the people replying to the support tickets have shown to be rather unreliable.

I'm still stuck at 45/53 after spending another 2-3 hours running around looking for quests I may have missed.

Same here 45/53 doesn't look like there are any more. Compleated all dungeons, all story, all areas, a few randoms. Checked every building several times walked on feet in every corner of the region. If there indeed are 8 more quests they have to be disabled or hidden so no one can do them. It's about time to get any responce from developpers here.

I know exactly which 46 quests I did and where was I standing when I got those 46 quests.
But looking at lists here:

They have 57 quests including 7 for levels way lower then normal Bangkorai quests.

I was doing it on veteran rank but Bangkorai is 37-42 and for some reason in those lists with quests are also:
Supporting Force (26)
The Dead and the Dying (27)
A Master's Last Request (28)
Jharad's Notes (28)
The Crocodiles' Many Tears (29)
The Reachmen Camp (29)
Fortune and Opportunity (30)

I didn't make any of those and I have no idea why those 10 levels lower quests would belong to Bangkorai?
Where they removed from the game but achievement requirement was not lowered?

I'm stuck on 42/53 (Veteran version) after having completed the map. Definitely something wrong with the achievement.

44/53 here.

and have done all fighter and guild and main questlines. there's just no way I missed 9 full quests in this zone.

Are you sure your friend got the achievement? No one else has reported being 1 or 2 short. Everyone is 6 or more short which leads me to believe there really aren't enough quests or something really fishy is going on.

Yeah, it's bugged and/or missing. I can't even do the Damar Farmstead quests since the starting npc is never there (I even resorted to checking a guide and going back to the exact spot over several days).
But, even if I could get that chain to work, there's still not enough for the achievement.

47/53 is all you can do.

Its been quite some time since launch and no new info regarding this issue was officially posted. Are we going to get a fix at all?

Same problem 45/53 quests w/o vemp or werewolf quests , had no problem with the other 4 zones. ( excepts the 3 missing/unregistered achievements from Stormhaven that i did but wasn't rewarded with.)
