Not sure if this is a bug or I'm missing something. I'm not seeing any other quest givers in and around the city and it's still showing black/not cleared. This also seems to be holding up some progression in Dune from what I've been told...
Any help would be appreciated.

You a missing a requisite quest. Go back in zone and find it.
Check up near the runes/eq spire looking dealy at north of map. There is an update there that sends ya to Rawl'ka.
