This is completely ridiculous. Patch after patch after patch that says this MAIN QUEST will be fixed. Yet, here I am again standing in front of a broken NPC. I've been stuck at VR1 for weeks now and cannot advance until this quest is taken care of. It is a progress blocker and should be a priority. Every e-mail/bug report I send in gives me the same generic response of "try /reloadui, /camp, change languages, etc. Of course I've tried all of those! We are paying to play a beta test and it is not right.

OdwomeSoul ShrivenYou don't need to do that quest to progress. You just need to be able to go to The Hollow City, and get the quest chain there to restore it to its potential or whatever. It involves saving a few people from different places in Coldharbour, including, strangely, the NPC you're supposed to talk to in Messages Across Tamriel. I think that may be the cause of the other bug...
If you do the quest chain in The Hollow City, and save the people you're told to save, you'll get the quest to start the assault on Molag Bal's fortress, and can proceed from there to the end of the main story. The entire time, you'll still have Messages Across Tamriel in your quest log, though you'll be able to complete the main story, and get sent on your way to the starter zone/island for the next alliance in your cycle.
I had this bug happen to me, then read about this solution and decided to try it when all the language-switching tricks didn't work for me. It worked perfectly, and now I'm on my VR2 Daggerfall character, right at the start of the second zone in the Dominion portion of the world.
(If only I could log on though... My patcher won't patch the game. Gahhhhhh...)1 -

You do NOT need to do this quest to advance to Cold Harbour/VR.
- Port to a guildmember/friend who is already in Cold Harbour
- Enter the main City and start the quest from the woman at the south entrance
- You just started the last main quest which will lead you to VR content
The quest "Army of Meridia" IS the main quest but ofc you will see it as a Coldharbour quest and ofc will be bugged couse you are not suppose to be there.
Here`s the solve to "Army of Meridia" bug after you finish it:
Broken q: Army of Meridia
Even if you save the king quest will still send you to save him.
On the map will show you a sign near a tent close to Library of Dusk waypoint where you won`t find the king.
How to:
Check if you completed quest on the 3 towers:The Lightless Oubliette, The Black Forge and The Great Shackle.
If all towers looks "completed" on map then:
Go in town (The Hollow City) and search a guy called Groundskeeper on the stairs of main castle.
Quit The Army of Meridia quest and talk to him.
He will give you a mix of FAILED, COMPLETE, FAILED.....and will start the next stage of quest.
