I was doing master writs yesterday, and needed rosin, since I had 21k raw wood I started refining in stacks of 100 or 200 at a time. I never had such a low droprate for rosin ever. I had all the right skills and passives - I checked because I didn't get how I got so few rosin. I did get some rosin, but way less than 1/200, maybe 1/300-400.
Don't know if one of the skills or champion point passives aren't applying properly.

For your first case alone, yes, it is absolutely possible to refine 2200 raw mats and get no gold mats even with max extraction passives. It’s rare (a 0.03% chance of it happening, I think - so a bit better than half the chance of getting a gold mat in one refine) but definitely doesn’t prove there's a bug. It’s happened to me before with more raw mats than that. With so many players playing and refining mats, it’s bound to happen to someone else sooner or later too.

The more refining you do without gold mats, though, the more suspicious it gets. If this isn’t resolved whenever they take care of the overarching server problems, then I hope the devs can check if something else has gone wrong. I know that Meticulous Disassembly had a bug on the PTS when CP 2.0 was first introduced where it prevented gold upgrade mats from dropping entirely. I really hope that somehow hasn’t been introduced to live. Based on other posts here, though, it doesn’t sound like it.

My first thought was that right now is not a great time to be doing anything server-dependent. (Yes, I’m aware that covers the vast majority of the game.) My armory station was completely borked yesterday in a number of seriously concerning ways, including broken slots, an inability to apply them, and an apparently new ability to be in two different locations 170 meters apart for two people who were grouped together in the same house at the same time. Other people are finding themselves with no friends and no guilds until they relog. Guild histories are taking ages to populate. Items are not always successfully posting to the guild trader. Searches at guild traders are not always functional and don’t always relate the guild whose trader you’re at. The dungeon finder is frequently at the point of impracticability. Cyrodiil is seeing massive lag from keep and resource flips. Chat messages can go through instantaneously, minutes later, or not at all. And that’s all if you can even get into the game — not everyone is so lucky.

I assume the server has to confirm what your extraction perks are in order to calculate the material earned properly. If that’s taking too long, then perhaps the calculations are discarding your passives before the refining is processed, as was suggested above. Or the game could be forgetting there are gold mats to award. Stranger things are certainly happening right now.

Alternatively, it could be something more mundane: sometimes the UI announcements about what you got from refining fail to show all items that you actually got. Did you compare the number of items you had before and after, or did it just not say on the screen that you had gotten any gold mats? There have been several times I’ve seen no gold mats listed in the center screen announcement but have received them in my craft bag.
