You know, one of those many trivial things you could glance at in <1 second and instantly see with pre-awa character specific achievements.
No idea how it is on live but on pts it's anyone's guess. Short of porting into each individual dungeon and creating a spreadsheet of which ones done, I can't see a universal solution - other than rolling back this mess and redeploying at a future date once quality and competence (of implementation!) are assured.
Of course, from reading other comments elsewhere it seems that performance hasn't magically improved and load screens are even worse than before, making the repetitive exploratory port-ins more than a little time-consuming.

achievements were a poor indication if you got the skill point before account wide achievements
you could finish the dungeon and forget to turn in the dungeon quest, you will have completion for dungeon but not skill point
uncompleted dungeons on the character still show with the standard black icon on the map if they have not done the quest even with the account wide achievements (or there are addon options such as urich's skill point finder to tell what skill point quests your missing)

TES has always been about individual character effort.

At least the prior character specifics gave data, awa does not. If you forgot to hand in the quest that's on you.
Add-ons aren't a universal solution and the map is currently broken.
Thanks, though.

Dungeon quests should be tied to the map marker showing complete or not. There are two limitations I can think of; one is that you need to remember what zone a dungeon is in. For two part dungeons if you've done one of them but not the other, the marker is grey and there's no way I know of now other than entering one or the other to figure out which is missing.
As Necrotech said, achievements were not always perfectly aligned with quest completion, but I still found them useful (if I hadn't killed any bosses in a dungeon by achievement, it was safe to assume that character hadn't done the quest).
