I am pretty sure that would defeat the purpose, which was to reduce the stress on the database. Imagine the database has to check every Achievement for on or off.
All I am Asking is a Simple Check Mark next to an Achievement that is completed.
If the Achievement is "ON" The world Treats you Accordingly
If the Achievement is "OFF" The World Treats you Accordingly

I'm pretty sure it is not the achievement itself but the state of the corresponding quests - which is still tracked per character - that changes how "the world treats" you. At least I hope it is, it should be.
