Confused. Is the High Isle prologue quest not part of today's patch?

I thought it as but don't see it in crown store quest starters or the Elden Root NPC.

No, the High Isle Prologue Quest is not live with today's patch. This was only activated for testing during the last PTS cycle and it will go live as we get a bit closer to High Isle's launch.
