I've seen the terms attribute and skill both thrown around; whats the difference? And how do they apply?

    Attributes are health/magicka/stamina.

    Skills are skills.

    Skills are skills.

Great; I knew it was a simple answer. So then resetting skills resets all skill trees?

Yes, but it will not reset your progress/level in those trees or skills.

When you level you get one attribute point and one skill point. As stated the attributes are on the character panel (c) where all your stats are listed. Skill points (k) are all the skills you can get for your class, choice of armor, weapons, crafting, etc.

Attribute points only occur when you level, but skill points come from leveling, various quests in the game, and collecting skyshards.

This is true. If you are a 50 provisioner, and you reset your skills... you will still be a 50 provisioner.

If Mage's Fury was level IV when you respec, you will still be Mage's Fury level IV after.

    and costs a bundle.

attribute point reset, if I recall, started at 3 or 6k? been a while since I did it. ONCE!

skill point reset starts at 11k-ish. chose not to do it yet.

in other words "resetting skills" just resets the skill points used, but not the level of the skill itself, however to use the skill again you do need to put a skill point back into it

It's only 100 gold per Skill Point.

What @Hawke says. Based on how many will be reset at the time.

Just to clarify, respec cost is based on points actually used (not total points). So, for example, if someone earned 100 total skill points but used only 90 of them, a skill point respec would cost 9,000g.
