Ebonsteel Style Page Not In Bag of Veteran's Glory?

As the title says. I have exhausted everything from those bags and can get nothing more from them and yet I DO NOT have all Ebonsteel Pages unlocked, only the 1 I was lucky enough to get the last time.
The event info states this:
Bag of Veteran's Glory:
Containing a collectible that you don’t currently own from previous years’ Mayhem events
The in game info for the bag states this:
"This weathered sack contains Whitestrake's Mayhem rewards from years past which are no longer available through any other means"
I admit I am not killing Imperial City Bosses this time around because it's seems no one is killing them (on console at least), to see if they are dropping. According to https://www.elderscrollsonline.com/en-us/news/post/61615 they are not dropping this event.
So what gives? A bug or oversight?

✭✭✭✭✭They've already stated that the older contents are "rotating" (I think is the word they used), and that style pages which got left out of this event will be back in a future event. If you're still able to buy the grab bag, that would seem to imply that there are still some available items you're missing from it. Or is the game not letting you buy it anymore?I've fought mudcrabs more fearsome than me!2 -

✭✭Nope. I can buy the bag (so I have something not collected) but don't really want to spend the tickets because I suspect the only things left are additional alliance variations of things I already have. But it'd be nice to know for sure.0 -

Thank you for that info, I really wish that they would have put this info or the below link in the info page that I placed earlier. As I said, I can't buy any more bags. All I got from it were the Alliance shields and staves that I didn't have. I had suspected that maybe more stuff would come later on in the year, was just concerned they didn't say so.
