She isn’t wearing Aldmeri colors or gear like everyone else on base, and she’s an orc. Why would she be at the Aldmeri Eastern Gate in Cyrodiil in the middle of war, without a uniform, gloating about the battle she just came from?

I think you see fewer of them outside their alliance areas for realism. It would make sense for some small number of one race to travel elsewhere and live.
