Orcs in particular live all over Tamriel. They don't really have an ancestral homeland like the others - that's why they are the pariah folk.
As mentioned, the Wood Orcs of Valenwood in particular are a noteworthy faction, so it's not strange at all to find some of them fighting for the Dominion. Neither would it be odd to find Orcs in the Pact, as Orcs have lived in Skyrim longer than the Nords.
Admittedly I don't think they have their allegiances in check, they should come to glorious Orsinium and serve in our Covenant, to crush the Elven *** whether high or dark. The Covenant carries the legacy of the second Empire, the only one that ever recognized Orcs as a proper people. You can see the disdain the Elves still have for Orcish kind in this very thread, suspecting their comrades of espionage just because of their heritage.

Well, perhaps she finds it easier to kill enemies who ASSUME she's part of their covenant simply because of her race. She could very well be preparing to go out on an assignment or perhaps isn't part of 'the military' and is doing this on her own for whatever reason.

My suggestion to OP is to try playing AD main story (specifically one quest in northern part of Auridon)

Secondly, the problem isn't the Orc, you have to understand this Dominion under Queen Ayrenn actually in some ways reflects the Empire. So I would imagine Orcs could be found anywhere, especially running Forges, Industry or the front lines too.
Additionally, there's a quest where an Orc Nobel defects from the Covenant, there are also instances in game where Orcs are friendly with the Dominion. Some are friendly, some are neutral, some are a problem.
All Orcs do not follow the Covenant. And I think the Dominion has made enough enemies hah. Personally I'd rather have an Orc running certain things anyways, doing the work the Altmer think they're too good for.
