✭There are a couple of possible answers here.
If we go by actual history, crown sales are usually in April, August and December.
If we go by community experience, crown sales will take place directly after you buy a bunch of crowns at regular price

The chapter release has nothing whatsoever to do with crown sales. Chapters can't be bought by crowns anyway, so they are completely unrelated.0

That's not the point. ZOS doesn't do sales when they expect a bunch of new people coming to the game, or absent players returning, as they want them to spend as much money as possible. August because they like to sometimes match it up with quakecon.
December is holiday season so.. they want you to spend
Keep in mind that there is no guarantee of a sale.
Not that I care right now. ZOS is nuking my characters history so I have 0 incentive to give them any IRL funds anymore.
