come back later when its quieter, i find most quests that are bugged are simply because there are too many people there, i happily wander off and do something else until it quietens down

The problem is the game sends you and a zillion other players, in this case to the Haven fighters guild, to stop some necro ritual. As players are continually popping in and out of the guild hall, the zone never gets the chance to reset and re-spawn the mobs after a kill. Trying to get 50 or so players to wait outside for 5mins for the zone to reset just isn't possible and it only takes one impatient Richard Cranium to jump inside the building to screw up the zone reset.
ZOS need to find a way to fix this type of mechanic as it can seriously impact quest progression.

I agree. Anything that hinders a player's progression unintentionally is either a bug, or bad planning. Either way, they need to fix this issue asap.

I've also seen the opposite problem where a boss would instantly respawn. It made for some good looting.

But finding a different phase is the best way to make something respawn, assuming the boss isn't already mobbed in the new phase.

That's because by sitting outside the side room you are preventing the main spawn which is the one that actually matters. The ritual takes place in the main hall not the sideroom. But no one who hasn't completed the quest has figured that out even though the quest marker CLEARLY points to the main hall area of the downstairs.

Alright, I tried your method, but not everyone was as lucky as you were. I changed phase several times, all used up by people standing under the stairs crouched.

Took me 40-60 log outs, then it popped the way it shows on the video.

Mobs that doesn't spawn is a bug. You shouldn't need to wait for instance reset if it isn't bugged

I managed to finish quest early in the morning (EST). The first instance I tried was working.

The bugs in this game are so annoying. I didn't mind so much on the beta, but c'mon guys. fix this stuff. I'm not inclined to renew a subscription with so many bugged quests like this.

That has happened to me twice (two alts) i login and complete, never got to do squat, but at least the quest completed...not fun at all but at least i passed it..
