Admittedly, I just did a quick perusal of the patch notes so maybe I missed it but, where's the part where they say they removed Dark Convergence? I saw it mentioned in there a few times but never did I see words like "Removed" or "We made a boo boo."

As far as we know, Dark Convergence is working exactly as ZOS intends.
So no more wrangling all the invulnerable Guards and other neutral NPC as if they were cattle.
I posted about this a while back and even showed a bunch of innocent bystanders in-game how it was done.
