And yeah I know the devs won't listen but I'm just trying to showcase that they are really missing out by passing on community ideas.
They already added Maormer skin which pretty much takes care of things. Granted, I passed on the skin but it does offer a player who uses it the chance to pretty much RP a Maormer.
The only reason it would be lorebreaking is because it would be another factionless race like Imperials. Other than that, there's no reason it would be lorebreaking. The real reason we'd likely never will get a new playable race is because of how long it's been that we have the current 10. And the even more likely reason in that it would be hard for them to balance a new race; they already have a hard time balancing the 10 they have.
That's essentially what I said lol. The Skin only covers the physical aspect of it, though; appearance doesn't automatically equal a whole new race. That being said, I'm not really sure what they'd bring that isn't covered by other races. Actually, the reason we are not likely to get a new playable race is we currently have all the playable races there have ever been in a TES game. However, in this case, the skin solves the issue as we really do not need another race.

Maormer is an enemy to any inhabitant of Tamriel. he should be killed as soon as his foot touches the ground

I guess it would be lorebreaking to see a race that's universally hated across the Dominion wander en masse across the Dominion.

You could do some reaching to say one or two individual sea elves might not mind working with the Ebonheart Pact or Daggerfall Covenant, but like, there is no way in hell the Dominion would let a Maormer join its ranks. High Elves and Sea Elves absolutely despise one another.
