How did you buy an old version without warden (and necromancer)?
I bought "The Elder Scrolls Online - Greymoor" from Steam and it comes with both and west skyrim

If you bought the Morrowind DLC later, through the Crown Store, or have "free" access to it via an ESO Plus subscription, you'll need to purchase the Warden class through the Crown Store.

If you bought from the crown store then you bought it as a DLC zone after the 1 year period I mentioned.
If you bought a physical copy of Morrowind the box would contain a Product Code which you would enter into the game to access the full Morrowind with the Warden class. If the purchase was completed digitally from a digital storefront (like Steam or PSN) the code was automatically applied to your account.
As you got a later copy of Morrowind you essentially got the stripped down version.
There is another option, buy a chapter (not upgrade) collection.

Blackwood is the current one, but that's obviously quite expensive. But you might be able to buy a copy of Elsewyr or Greymoor for cheap. Even buying a current version of the base game would work. The current basegame includes the Morrowind chapter and Warden. If you buy Elsewyr or Greymoor you'll also get Necro.
Just make sure you're buying the collection that includes the base game and not the upgrade.

This is what I would have expected, but was not the case for me.I've mentioned before that imho if Morrowind is now included in the base game then anyone with the old base game should be able to claim it now for free. Like Imperial City.

That's what I was going to suggest.
If you're planning to get the other chapters at some point buy the full version of the latest chapter and you'll get all of them, including the bits which were split out when they were rebranded as DLC and added to the crown store. It is expensive for the full package but I think it works out cheaper than buying each one seperately.
It's the one called Collection: Blackwood you want, not the Blackwood Upgrade. On the ESO website it says that it includes all the previous chapters and if you buy it from somewhere else it should say that too.
There's a more expensive version called something like Collection: Blackwood Collector's Edition but you don't need to get that (unless you want to), it just comes with some extra items.

You should still be able to buy the ESO Standard Edition, which is quite often on 50% sale.
That one will give you the full Morrowind chapter (zone + class). You won't get an extra copy of the base game, though, but for ten bucks, I would still call it a good deal.

Yes. You own the base game and Morrowind DLC.
Buying the ESO Standard Edition may actually cost you less than buying enough Crowns, although, you could always get the Warden class gifted to you for gold, based on your server/zone current exchange rate. Yes, it is legal, as long it is gold for Crown Store item and not real money for an ingame item.
