An in-game audio chat that EVERYONE with a mic has access to, with basic features for small groups, would be great to make this game more group friendly. I've played other games with it, and it at least doubles the amount of time I use voice with people.

Yeah, but it's the same as the others--you can't assume everyone is using it, so it's usefulness it limited, especially for casual, on-the-fly grouping. There needs to be a method that everyone has access to, with simple, basic settings.
But as already mentioned - many of us would just turn in-game chat off, so you still wouldn't be able to assume everyone is using it, and it's usefulness would be limited if dependent on this.
I'm not sure how you see in-game voip resolving these concerns?

To be honest, I haven't run across any built in voip yet that was worth using over vent/ts.
