Did it get changed? My sets app description for the 5 piece is "when you block a spell projectile, have a 25% chance to reflect it". Still not a set I'd use but I could at least see that having some kind of niche PvP use or something. But your description of its effect does sound utterly useless, I agree.
My vote would be for Elemental Succession. It was a useless set, then it got buffed to make it actually quite nice but by no means best in slot, then for reasons unknown (certainly the excuse given in patch notes didn't add up) it got reverted to something useless again.
Loads of set become pointless in noCP, but yes Imperial Physique is remarkable that its not really an proc set lots of the arena weapons are even less so.Imperial Physique in noCPliterally useless..
That one when you take no damage for x seconds then get a shield.
Pretty much all monster sets for magicka users are worthless. No other explanation needed.
I do not like to put forth negative lists, so I here is what I love even if it is not considered meta:
Mad Tinkerer, fun set and utterly useful in day to day situations
Julianos/Hunding, second to none, IMO, but too easy to obtain, so scoffled and put behind
Also, my magplar with swamp/ice/prayer is a blast, and no RoPO needed.

One of the BiS sets in this game is also one of the worst. Kinras. For 95% of content you will get nothing out of this set at all. And for the remaining content where it is useful it takes a player that can hit all of their light attacks and get off their back bar fast enough to maintain the stacks. I see too many people run this set with very little uptime in actual content. While it’s great for dummy cheese the skill gap for content is quite large.
