Old Account and Characters

Hello everyone,
I have an old account that I used to play with when ESO became buy to play. My key or license was "refunded" because I bought the key from a keyseller on Ebay (which used stolen creditcards or something I believe) and there was no way for me to get in touch with them ever again. Asking ESO Support wasn't helpful at all because all they said was due to the reason given above my Key was refunded. Does that mean I need to buy a new ESO key to be able to play with that account again and is there any way to find out whether my old Characters are deleted or not? (The account is 7 years old and I created my characters 6 years ago.)
