No. And here's why. Because 99% people won't use it. Look at other mmos. I have played a lot of them and some of them have ingame voice chat but almost noone uses it. Everyone will still prefer TS, Mumble, Ventrillo etc.

Simple answer, No.
I don't want the devs spending time on a function that can be provided, free and better by an external piece of software.

A dependable, basic, voice chat would simply be a tool in the arsenal to make it more social for those who want it. If EQ2 and Lotro are any indication, it can be very useful for that indeed.
Eq2 in game voice chat is the best I have ever used. Has selectable channels built in, for guild chat, group chat or private chat. So while out doing dungeon runs it is no problem at all to invite someone you know or not cause the second they accept the group invite they are put in to group chat, unless they have it turned off. A lot of players will have it turned on to listen and just type questions they may have if they do not have a mic.
If I remember right SOE uses a separate server just dedicated to voice and doesn't impact the main game at all.
