Also many healer sets can easiely played only on your backbar, so I don't see this as an issue (Roaring Opportunist, Powerful Assault, Martial Knowledge, Saxhleel, Stonetalker, ...).
However I agree that some of the other healing options would deserve a rework. I think I never even considered using timeless blessing (AS healing staff) outside of pvp and force overflow (vateshran) looks good on paper, but when I tested it it worked quite badly, probably due to some boss hitbox sizes.

Maelstrom inferno is BIS for pretty much all mag content.
Master resto require everyone to stand still and parse. Every second you leave the first 4 second of the spring the overall recovery given goes down to the point of obscurity. it only last for 4 seconds, less than 50% uptime.
In most content it is unrealistic to stand still and parse the whole fight. Every second you leave spring in the first 4 seconds, the fight average recovery given goes down from 100 to 50 to 25 etc. On top of that you also need to find a set you can backbar with it, Olorime can be used on a stationary parse group, but in most content SPC will be far more reliable. It is very situational I think.
I don't think it's fair to compare it to the Maelstrom inferno, but healer arena weapons just seem to lack reliable arena options as a whole.
