As they added more and more stuff to events, so that players who had done them before did not lose interest, there were lots of complaints about how congested the loot tables had gotten. Old players complained about getting lots of worthless junk that they had already collected 3x over. New players complained about feeling overwhelmed about all the stuff they were seeing and needed to be collected. So ZOS trimmed the loot tables to make them less messy. And the grab bags from Impresario are not completely RNG. They always give you something you don't already have.
It is similar to the way they remove things from the Crown Store on a regular basis. These are purely virtual goods. It is not like they have a physical warehouse that cannot fit these items. But for marketing reasons, players tend to respond best to seeing some things to collect, but not too many things.

If you're trying to get all the achievements on one character, you're basically out of luck forever now. It's actually impossible achievement now because only in grab bags. You won't be able to get if one character collected them all.

Just put them with gold map chests to keep loot table refined. They did same with hollowjack just with witch festival writs

This is interesting. I have been wondering if this is artificially pushing the market on a lot of items. Flippin has gone a bit crazy IMO and everyone seems to be buying with intent to resell at a higher price it seems, pushing prices ever higher.
