PvP restrictions are nice, but it'd be neat if at the Alliance Base there was an Armory Station there. Know it has nothing to do with the assistant, but waiting on Cyrodiil queues can be a nightmare depending on the faction and currently running event.

Not remotely.
The point, is to be able to switch between builds for different playstyles / areas of the game. Like a PvE build and a PvP build. Or a Raid/Trial build and a solo build.
That's how similar systems are used in other MMOs that added them. Not for tweaking your setup for every boss in a raid.
From the new webpage about the Armory:
Note that there are some restrictions as to when and where you can activate Ghrasharog (such as in the middle of a Dungeon or Trial run), so be sure to summon him before you begin your activities.
The Armory Assistant is basically useless and a waste of crowns. The only time you can really use it is in overland content where you don't need it.
The issue is that they're ok with gear swapping, but not skill point and stat swapping. I guess coding the assistant to let you swap only some things in trials and arenas led to bugs or seemed too complex and so they decided to just deny it all together.Either everyone can swap gear, and Armorer is usable in Trials and Arenas, or no one can.
Everyone can swap gear right now without addons, it just takes a few more seconds to go into inventory and click it.

Oh please tell me how to use it in PvP? When there's a queue of 100 people I have to change the build first and then wait idly because I can't estimate how long it will take to get me into Cyrodiil/IC, it might pull me in while killing time in PvE and I won't have chance to change the build.
And what if I forget to change? Should I leave Cyro, change the build and come back again? Why can't one station be added to change the build in Cyrodiil and IC bases? Since we already have such a feature I would prefer if they took away outfit station and put in place of it.
I went into PTS and unless something is planned to change between now and launch it still works in both vet and normal dungeons everywhere I tried it.
I was solo and I know you can not get the no death achievement solo. But the armory works all the way to sitting in front of the first boss for me on vet.
Anything where a timer starts it does not work. Vet arenas and trials it does not work once the timer starts. ie right after you open the first door. Normal trial it works everywhere I can get solo.
So I think its a typo.

I did CoA1 many times and never got the no death achievement. Maybe because I skipped the flame actronoch mini boss? Never really looked at the other ones I did. So probably wrong about that.
Armory works though.

My motivation to purchase the assistant is null and void
My primary motivation for purchasing was for PUG dungeon runs, to adapt to the team I am grouped with
I really feel the devs should rethink the Dungeon restriction, I cant be the only one that looked forward to this option

Armor station sounds useful even on PC if you can use it to swap out CP, morphs, and attributes with an click for free. Letting me have an tank, a dps and a PvP build, yes 3 require buying an extra slot. Swapping this now require remember settings and cost gold.From the new webpage about the Armory:

So if you can't use the assistant in a dungeon - what is the point? Because I can't see why you would want to be changing set up much for overland activity. Well that has saved me a lot of crowns/money.

Sadly, people now have to watch Rich's stream to get up-to-date information about things like this. ZOS needs to hire someone who has the job of providing that information on the forum, rather than having the Creative Director do it on his own time in a personal Twitch stream.
Edit: And... people watch Rich's stream and then bring that information here, to the Official ESO Forums, and post it. If they don't, that information is not available to the people on the forum. That just seems backwards to me, but at least we get the info.
