✭✭✭Hours upon hours of chest farming, it helps if you have no life.
And although other people tell me they have found some in close proximity time wise... I still have best results myself if I log off the character that found a motif and log into another character. But it may just be my version of lucky underwear.
-edit to add- You may also have better results pickpocketing the 3 new motifs, selling them and buying the Buoyants.

✭✭✭✭✭As with all the very rare stuff with very low drop rates, the best you can do is... nothing.
Play normally, open chests you come across, maybe you'll get one, maybe you won't.
If you want a somewhat more efficient way : farm something actually "farmable" (mats, other motifs, BiS gear), sell it and buy buoyant armiger pages from other players.

I know nobody that has ever found one of the pages and (due to the crappy trader GUI) I've never seen one listed either.
I consider that motif as a sick practical joke from the devs.1 -

✭I have had no luck with treasure chests, so I ended up buying mine from other players. On PC EU each page goes for around 200k (some are cheaper, some are a bit more expensive - shop around). My only real gold sink is motif pages because I abhor farming, and RNG despises me... and even though this motif is ugly as sin, I wanted it just for the satisfaction of completing another motif.
At the moment I'm saving up for the Horns of the Reach motifs. According to ZOS tradition, motif pages should drop from the last vet bosse in a new patch a few months from now, so a couple of months after that, prices will have normalised and I'll make my purchases

This is awesome thank you! I've actually memorized all the spawn on the east side of the map haha. Only found 2 motifs though so far. I'm only on a 1600x900, I just zoomed all the way in on the map took one screenshot at a time then stitched them all together on MS Paint
