What's the point of playing if you can just buy everything? Life is about the journey. If you can buy a fully trained horse then next you will be able to buy achievements. Log on, buy all the achievements, finished, move onto next game.
However, I'd like to be able to pay to be emperor for a day.
Actually, you might be right. In real life you probably could buy a fully trained horse.
Why should I be able to walk faster than my horse? Imagine you're a new player, drop $40 on a new horse, and guess what? Goes slow. Then you have to wait 30-60 days for it to be fast enough to really get wowed by it. Au contraire, I don't see any valid argument for it to exist. It's punitive. And between endeavors, daily logins, flash sales, and guild events, I have way more positive incentives to support ESO monetarily.
I do wonder what the purpose of this poll is. If it is to ascertain that players want things faster and easier then we already know that answer. If it is to try to convince Zenimax to make horse training instant of much faster we already know that answer because they gave us the ability to buy the training all at once via the crown store. Hence, they are not going to change up in-game horse training.

The price of the game does not matter. Timers are valid across all games.
However, we should be able to do _all three_ riding skills each day, which would significantly reduce the time.

Not when the player can pay to bypass that grind, they don’t belong in full price games
They only exist to waste the players time so they get frustrated and buy macrotransactions to bypass the grind
