This is the full answer. The momento works year round, you can use it for RP purposes whenever you want. This is the full answer. The moment world year round, you can use it for RP purposes whenever you want. The XP buff is programmed to apply only when you use it during the event.
I would add to this that if you use it on all your characters just before the event ends the 2 hour XP buff will persits after the event ends until the time expires. I do not think the time diminishes when we are not logged into the character.2
