Only during the event, there is another item that can be used in the New Life Festival and a third item for the Jesters Festival, but they only work while the relevant Festival is on

The memento animation works at all times. You can call up crows and cauldrons whenever. But the XP buff only kicks in during festival.

This is the full answer. The momento works year round, you can use it for RP purposes whenever you want. The XP buff is programmed to apply only when you use it during the event.

I would add to this that if you use it on all your characters just before the event ends the 2 hour XP buff will persits after the event ends until the time expires. I do not think the time diminishes when we are not logged into the character.
