The people asking for these nerfs fail to tell the whole story. The real problem comes from sorc and drac abilities and armor. Don't let their short sightedness ruin the game for those who cannot use ult spans (like NB arch)

Mistform should block all incoming heal including the hots and bat swarm leech.
Aside from that everything is fine2 -

You can tell by the number of players, not by your personal feeling. The question is how big ZOS wanted the vamp population to be.
Personally: 100% more fire damage during daytime, 50% during nighttime. That makes 50 and 25 with a fire resistant enchant.
Also, vampires and werewolfs should lose access to the fighters guild skill line. But that goes without saying. Such a no-brainer.2 -

An objective analysis shoes you're wrong, and in any case if one class is OP and many are UP then it makes sense to buff the many .. er .. wait, no it doesn't, it makes sense to NERF the clearly OP.The people asking for these nerfs fail to tell the whole story. Obviously u are a drac or sorc and don't want yourself nerfed. As stated arch doesn't see that op. I don't really care that much - the ult spam is easy to prevent and to control. I don't care if it's nerfed.
