Two things would make it ideal: add a master writ turn in near the regular ones, and silence the repetitive NPCs there. (WHY does ZOS feel they have to add these kind of NPCs to every area? It's not immersive, it's just annoying!)

This. I get the idea - make ambience via NPCs. Problem is that completely ignores how the player experiences the system.

We all rush through our dailies and whatever other routines, so ambient NPCs become annoying really quickly - especially when it's the same dialogue on repeat. WoW had NPC schedules years ago, it's a shame this game never had something similar. Just the pop-ads NPCs peddling quests while you are just trying to live your life. Like I was in Ebonheart randomly on alt and this NPC (Nilthis, I believe) is literally standing on top of the freaking outfit station. Like who thinks that's actually immersive?

And the NPCs in Rimmen can STILL be heard as far away as the stables, crafting area and the door to the bank.. that's just ridiculous.

Try the lady telling you that the guild needs your help in Blackwood! You have to hit that at least 3 times, maybe 3, doing the dailies, once for each board and once for the Alchemy table if you need to use that. That is really irksome....
Kind of surprised about some of the responses here. For eg I lived in Mournhold for a while; it's great if you're doing the undaunted dailies every day but otherwise I thought it was pretty bad, esp bank access.
Personally, I love Rawl Ka and would't consider moving. It's really well laid out - it's all close and a simple circuit - it's a nice setting and Sleek creek makes a great base.
Stuffs maybe a little more spread out compared to say Vivec and - prob the biggie - there's a door to bank which there isn't there. But I find vivec is so congested that it loads way slower. Its not mournhold or - yikes - grahtwood levels - but it's a factor, certainly on an older pc.
