Everybody nows this set was buggy and implementing way more damage then intended and fixed now.
But the nerf to its damage is high and offsets the purpose of this set which was a solution to pvp tanks.

My suggestion is to increase its damage to %18 at least and remove the aoe damage which punishes others near a tank.

    I feel like we are trapped in a yo-yo world. ZOS introduces cool new sets. Vocal minority with "heckler's veto" complains non-stop. ZOS over-corrects and nukes the cool new set from orbit just to silence the wailing, only to be faced with the natural reaction by the rest of the community having cool new stuff immediately taken away AGAIN, and all the "wrecking PVE for the sake of PVP balance" threads resurface. Repeat ad nauseam.

    I'm with you, OP. At least for the first couple months I would like to see changes to new sets limited to bug fixes and SMALL adjustments to their damage and effects.

    At current state a pvp tank with 30 k resist each
    60k total resistx13 % 7.800 damage and halved with battle spirit takes3.900 damage. İts 30k hp an avarage player has and more on tanks . As the set can proc 7 seconds if target is not immune its very much useless. And considering we have no proper oblivion damage to deal with tanks this set is the only alternative if designed properly

    Also those tanks can have plentiful percentage mitigation from vampire,skills,cp,some from class passives etc and can reach 40-60% mitigation against most damage in the game except oblivion which is pretty low to even it out. Huge resists and passive mitigation is pretty big problem imo

    So ehat the set does is punish those lower hp builds around the tank. İf aoe effect gets removed and scaling adjusted accordingly it can be a solution.

    You're trying to change the set into something it's not. The intention with all 3 pvp sets was to kill grouping. This is not meant to kill tanks, that is what oblivion damage sets do as it does true damage based on health.

    This set is meant to punish targets standing near tanks which is exactly what you said here:

    Therefore, working as intended.

    In 1v1s, it's pretty tame, like 2-4k procs in no CP. Not too shabby for something that lines up with burst combos, but by no means as strong as it was on week 1 which was getting 12-17k procs in BGs.

    Mash i get your point. But its current state is far from stopping any zerg or group.at least make it a proper antitank set what i want to suggest.

    Oblivion damage is only on paper in this game and is a joke . So there are not much altrrnatives.

    Also about the set; when it was first introduced was taking resists into account. Now it doesnot.. so the 4th piece bonus of penetration is irrelevant; another suggestion is to change it weapon and spell damage.

    Just like Dark Convergence this set should have never been added in the first place because now people always use the previous performance in order to say the sets need to be buffed or be changed in some way.

    Both of those sets are flawed in their design and are badly implemented.
    Hrothgar's grants free burst that's unblockable and perfectly syncs up with your CC and therefore your whole burst combo.
    It also doesn't punish groups (outside of the bugs it had) any harder than it punishes single targets.

    Same thing goes for Dark Convergence, a set that combines a pull, a stun, a huge AoE and scaling that's just way over the top which results in the same issue, it's powerful enough to outperform ultimates even vs single targets.

    The damage has been done now already, but neither of those two sets should retain anything of their current iteration because they are flawed and unbalanced at their cores.
