Why do you assume it is relevant to the ping? A lot of the latency issue appear to be server related not connection related.1.5-3sec delays is ruining PvP and PvE for me and alot of my buddys from eastern europe.

It cant do anything but help. Right now our problems are being magnified by these latency issues. I can anywhere from 160ms (during non primetime) to 600ms during prime time, which is just outrageous. Laws of physics apply to this game and zenimax. What is your actual ping/ traceroute to the game server?
From France mine is normally between 150-200ms which will not cause that sort of delay, given that the game will be 'hiding' latency via net code etc.
Try running a traceroute to the game server (find which TCP port is being used by eso.exe or live-eu-services.elderscrollsonline.com
I look forward to the move to the EU data centre but it isn't gojng to make this type of lag go away.
The datacenters which the servers are run off of are located in Texas, USA. This causes people to have a wide range of latency issues, because we have to deal with half of the internet load in the US, AND Europe, not to mention we have to go through underwater lines that cross through an entire ocean.

Ignoring the problem, or making ridiculous accusations like "latency is not a problem" only makes the companies think its ok to ignore a population of 735 + million.
Your latency will never be better than 150 with the servers being in the US. What i am saying that my distance to the server did not magically increase when i entered a dungeon and shrink when i exited it.
Therefore my lag inside a dungeon and the lack of it outside of a dungeon had nothing to do with my distance to the server.

As I've determined, most of my lag seems to be a server issue, so moving them to Europe likely won't improve the situation. Either way, I'd like to hear an official word on this matter because it is mind-boggling that they call a server 'European' when it's actually located half a world away and nobody knows when it will move to Europe, if at all.

the thing is, they would have actually LOST money because the EU datacenters are already built. They simply are not running the servers on them ATM. It may well improve the situation in terms of latency but it does not mean the in-game lag will be any better. Just because you can get, say, 40ms latency to the game server doesn't mean that it will be communicating at this rate. In fact due to the way that TCP works and also deliberate 'latency hiding' in game, within the range of say 40-200ms the difference would be really negligible in an MMO.On topic, of COURSE it will improve the situation, you will have a max of 40 ms lag instead of a max of 600 ms lag. It wont be the silver bullet to all the problems, but it will increase playability of this game literally 10 fold.

Simple. what is 600 divided by 40? More than 10 actually. In a game where real time action is required in pvp the difference between 600 and 40 ms lag is quite significant. No idea where you get an notion that it will improve the game 10 fold but I would be interested to hear it.
Again, another person that thinks zenimax can overcome the laws of physics. The difference between working off the US datacenters located in Texas and working off the datacenters in Frankfurt is huge. That's the point. Over time when server-side lag and any causes of latency at the server end are work out, then lower latency may make some more difference. But until then, as the above shows, location will not make the big difference.
