Have you ever been trapped inside a house, with a ton of stolen items in your inventory and a guard is chasing you?
Well, to get out of that situation you need to lure the guard as far away from the exit as possible and then get to it as fast as possible to hopefully be able to activate the door before the guard hits you.
My point is, there's a timer between when you took damage and when you're able to activate the door. If a similar system were used for mounts you'd be able to mount while in combat but not in the middle of a fight.

I’m always in a hurry to get to the next battle, so I heavy attack and run (stamina toon) and I sometimes get freed up. I don’t have time to stop and crouch and wait for it.

I think the cases where it doesn't help are different situations than aggroing a mob. I tried it tonight after escaping a PvP fight and it didn't work. When I checked my character screen, I had 2 active effects that I believe were responsible for being stuck in combat even though I was out of combat and safely hidden in sneak mode-- Burning and Brittle, both of which had identical really long durations which corresponded to several years. I didn't have Purge, so the only way I could get rid of them was to leave Cyrodiil by queuing for Imperial City. So they're correct-- it doesn't always work in PvP situations, although you might be able to Purge whatever negative active effects are causing you to still be in combat (I haven't tried that yet).

Other than leaving Cyrodiil, the only way to get those infinite debuffs off is to dive into Cheesemonger Hollow.
I am on stamplar and the effect cannot be cleansed because of the duration (I think), you can cleanse but it stays. I do not think they are related to stuck in combat, though. I have seen nothing to lead me to believe this. I am fairly certain I get stuck in combat without infinite debuffs, but I will be more observant now to see if that is the case.

Really? That make sense. Finally will be able to remove effects without leaving overpopulated campaing, so i can sprint once again ^^

It's a trash work around to let you mount in combat. They just need to fix stuck in combat once and for all.
