So the Blackwook event is coming and I don't have the chapter.
It is fine, I don't need to join every single event but-!!
It seems that last fragment for mount which we can buy with tickets will be released.
And I am gated from having it.
I have the previous 2 fragments and if I don't purchase the chapter or buy tickets from crown store it will be all wasted.
Isn't it unfair to me and other players like me?

Well considering the first feather was gated behind Elswyer and a part of the skin behind Morrowind/CWC, it's not like there isn't a precedent for it. The Chapter will be on sale though during the event if your fomo is too much to handle.3 -

✭✭It is completely fair. As you said in your post, you don't need to join every single event.
Zone specific events aren't anything new and realistically you could have gotten the max amount of tickets in the previous event in order to buy the last piece straight off while ignoring the next event altogether.
If you still need tickets, the opportunity to buy them is present. Although that is definitely not ideal. Without magelight this is my primary means of obtaining Major Prophecy on my Sorc, which increases my Spell Critical Rating. This also heals and restores magicka. Essence of Immovability (Columbine, Corn Flower, and Wormwood). I use this in PvP, since this gives me stealth detection, knockback immunity, and restores magicka (better to use it when competent allies are nearby, since it might reveal that you are surrounded by multiple players in stealth and you will not have an emergency pot available after use). Essence of Invisibility with only 2 ingredients (Blue Entoloma, Namira's Rot, Nirnroot, or Spider Egg). I use this in PvE content that requires stealth and if I need more speed I'll use Rapid Maneuver before using the potion. Essence of Invisibility with 3 ingredients (Blessed Thistle, Blue Entoloma, and Namira's Rot). Very useful in PvP alongside the vampire Dark Stalker passive, since you'll be invisible, ignore movement speed penalty while in Crouch, and you'll have a 30% movement speed boost from Major Expedition (I always have this slotted when riding from point A to B in PvP land, since gankers are always lurking). My templar/arcanist will mostly use Essence of Health (Tri-Stat Potion) Ingredients: (Mountain Flower, Columbine, and Bugloss).

✭✭✭✭✭The point of the DLC themed events is to give players another reason to buy them (or subscribe, if it's available that way). This reaction is exactly what ZOS are looking for: people who don't yet have the chapter being disappointed that they will miss out on the event, because some of those people will decide to buy it in order to participate.
If I remember correctly previous chapter events have coincided with a discount for that chapter, and they might do the same thing here, and as already mentioned the mount fragments will be available during New Life, but I doubt they'd do anything else to accomodate players who don't have the chapter because that might affect sales.
If you think you might miss events for any reason one option (which unfortunately it's too late to do with this one) is try to make sure you end each event with 10-12 tickets saved up, so you can still buy an item even without participating in the next event. ✭✭This is exactly the reason why I end every event with as close to 12 tickets as I can manage.
At least this year it was easier to manage with the cost of the base object being 5 for each part instead of 10, and only needing 3 premium objects for the morph.Taking stealth away from the Bosmer is like taking magic away from the Altmer, making Nords allergic to mead, or making Orcs pretty.7 -
