The official response is that the timeline is not actually locked to 582: the timeline starts there, but it is expected that it progresses for you, personally, even if its never canonically tied to any event. If they officially advance the timeline for any particular piece of content, say, Elsweyr becomes canon for 586, for instance, then it ruins continuity for people who want to play it in any order they like - much like the Single Player Titles handled things.
