Humm…Blackwood has no connection to Cyrodil even if one wants to consider Bravial being a town or settlement in Cyrdoil.
They could designate some of that open area north of Blackwood.0 -

A big part of Blackwood is part of Cyrodiil, Nibenay to be precise, and some is Black Marsh. Both Leyawiin and Bravil are Cyrodiil (the Nibenay part), along with Cheydinhall.[Lie] Of course! I don't even worship Daedra!0 -

No, the main colony of Nibenay will be Mir Corrup, unknown since he is absent from TES IV.
